I have been to Websites that allow you to upload images, and these Websites have it so that when you do upload files that are large, they re-size the object to fit their requirement.

Forgive me for my ignorance, but what kind of programming does that?

You could do that with php. Sometimes sites will create a smaller image once you upload it so that they do not have to store large images and waste space and money. For example, Facebook does that. If space isn't of concern you can always upload a larger image and then scale it down by adjusting the height and width in hmtl. It might take longer to load with that method, but you wouldn't need to use php.
